LeCesse, MAS Development Start 2nd Phase of New Jersey Mixed-Use Project
The first property was built in 2022.

LeCesse Development Corp. and MAS Development Group are teaming up again for the development of ECCO, a 258-unit luxury apartment community that will be the second phase of the Vintage City mixed-use development in Elizabeth, N.J. ECCO is scheduled to deliver in late 2027.
The developers completed Vinty, a 267-unit Class A mixed-use apartment community at 100 Union St. that was the first phase of Vintage City, in 2022. In June of the following year, the joint venture secured $97.3 million in financing for the transit-oriented project, which includes more than 35,000 square feet of retail space including three restaurants, a bank and coworking space.
ECCO will be located at 260 Union St. Baker Barrios Architects is designing the project’s interiors and exteriors. The general contractor is March Associates Construction Inc., based in Wayne, N.J. Neglia Group of Lyndhurst, N.J., is the civil engineer for the development.
Eyes on ECCO
When it comes online, ECCO will include four-story, elevator-serviced apartment buildings with enclosed hallways and a central courtyard. The development will have a mix of studio, one- and two-bedroom units. Apartment amenities will include Italian cabinetry, wood plank-style flooring, quartz countertops, Energy Star appliances, tile backsplashes, upgraded lighting, walk-in closets and a SMART home package with features such as voice-controlled lights.

Community amenity spaces will feature a gym, a game room and wet bar in addition to a golf simulator, a swimming pool and an outdoor theater.
Residents will be near retail, dining, transportation and job centers, including the Union County Administration Building that will add 700 jobs to the area. The recently renovated Elizabeth train station is 10 minutes from Newark Penn Station and 25 minutes to Penn Station in Manhattan. The Northeast Corridor and North Jersey Coast line of New Jersey Transit train lines come together in Elizabeth offering easy access to New Jersey and Manhattan employers. The property has direct access to the New Jersey Turnpike, Routes 1 and 9 and the Garden State Parkway.
Other LeCesse properties
In March, LeCesse sold SLATE at Merrimack, a market-rate mid-rise luxury community in Merrimack, N.H., to an unidentified real estate investment firm focused on acquisition, development and management of multifamily and commercial assets. CBRE represented LeCesse and procured the buyer. The 224-unit community was completed in 2023.
LeCesse opened TRIO at Jubilee Park, a 292-unit luxury apartment community in Orlando, Fla., in April 2024. It was the third phase of the JubiLee Park project, which is located less than a mile north of Orlando International Airport, for the Orlando-based development firm. The other two projects, BellaNova at JubiLee Park and Cortland at JubiLee Park, opened in 2019 and 2015, respectively. With the completion of TRIO, the development totaled 934 units. A month earlier in 2024, LeCesse had completed the second development phase of GrandeVille at Malta, in Malta, N.Y., near Albany. The second phase featured 189 luxury apartments in a mix of apartment buildings, townhouses and carriage houses.
