Construction Underway at Orange County Affordable Community
The property in Westminster, Calif., will provide housing for low-income residents and formerly homeless individuals.

Meta Housing Corp. and Western Community Housing have broken ground on Westminster Crossing, a 65-unit affordable community in Westminster, Calif. The $42 million project’s development team includes KPRS Construction Services as general contractor, IMG as construction manager, Y&M Architects as architect and MJS as landscape architect. Completion is slated for fall 2021.
The three-story building will come online at 7122 Westminster Blvd. in Orange County. Of the 65 units, 44 will serve residents earning between 20 and 70 percent of Orange County’s median income, while 20 units will be set aside for households experiencing homelessness. Upon completion, the community will be managed by John Stewart Co.
The project’s amenities are to feature a community garden, play area and outdoor lounge, as well as conference rooms, an art studio and a fitness room. Resident services will include adult educational classes, health and wellness programs and skill-building courses provided by TAO Central and LifeSTEPS.
The development site is just west of Westminster Center, near San Diego Freeway. Several schools, a park and a medical center are all within a 1-mile radius of the property.
To finance the project, Meta Housing partnered with the City of Westminster, County of Orange, California Housing Finance Agency (CalHFA), U.S. Department of Housing and Urban Development; Capital One Bank; California Community Reinvestment Corporation and Red Stone Equity Partners.
In June, the joint venture broke ground on another 65-unit affordable community near Sacramento. The project is slated for completion this fall.
