JV Breaks Ground on Sacramento Affordable Community

The two buildings totaling 65 units will serve veterans, low-income families and individuals with special needs in Roseville. The project is slated for completion in Fall 2020.

A joint venture between Meta Housing Corp. and Western Community Housing has broken ground on Main Street Plaza Apartments, a 65-unit community in Roseville, Calif. The $32.8 million project designed by Mogavero Architects will provide affordable housing for low-income families earning between 30 percent and 60 percent of area median income, veterans and individuals with special needs. West Creek Builders is the contractor and P.L. Mak Inc. will handle construction management. The project is slated for completion in Fall 2020.

Located at 300 Washington Blvd. in Old Town Roseville, Main Street Plaza Apartments will be close to mass transit buses and trains. The immediate area also holds several schools, restaurants and retail. Downtown Sacramento is within a 24-minute drive via Interstate 80.

The community will consist of two four-story buildings offering 27 one-bedroom, 19 two-bedroom and 17 three-bedroom units, together with two two-bedroom manager’s units. Each unit will have a fully equipped kitchen and bath. Common-area amenities will feature an outdoor courtyard with barbecue area, a play area, laundry facilities and a fitness room. The development will also include 3,000 square feet of ground-floor retail space and a public pedestrian paseo.

Subsidies and social services

Of the future 65 apartment units, 19 will provide for veterans receiving HUD VASH rental subsidy, while 11 units will serve low-income households through the Housing Choice Voucher program. Both rental subsidies were contracted through the Roseville Housing Authority. Also, the Placer County MHSA program will guarantee that 10 of the 11 general voucher units will serve households with special needs. The remaining 35 affordable units will be available for low-income families, including veteran families and local workforce.

LifeSteps, the project’s resident service coordinator, will ensure life-improving services to all tenants. Veterans will receive specialized service coordination, education, case management, health services, transportation, counseling and advocacy on-site and through the VA Sierra Nevada Health Care System. MHSA residents will receive intensive case management services from Placer County. Social services will also be provided by the U.S. Department of Veterans Affairs.
