Bernstein Shur Welcomes Former HUD Area Counsel David Aborn

Bernstein Shur announced that David Aborn, former Housing and Urban Development Northern New England Associate Regional Counsel, has joined the firm.

Aborn DPortland and Augusta, Maine & Manchester, N.H.—Bernstein Shur, one of northern New England’s largest law firms, announced that David Aborn, former Housing and Urban Development Northern New England Associate Regional Counsel, has joined the firm, serving as of counsel in the government finance  team. Other members of the group include James Broder, Chris Devlin, Tom Hanson, Arnold MacDonald, Shana Cook Mueller, Wendy Paradis, David Ray, Eric Saunders, Beth Smith, Hawley Strait and Nelson Toner. Aborn will focus on transaction and regulatory matters involving HUD, the Maine State Housing Authority, local Public Housing Authorities and Low Income Tax Credit program.

While at HUD for 38 years, Aborn was responsible for the provision of comprehensive legal services regarding all functions and programs assigned to the HUD Manchester Field Office. Program areas included single and multifamily housing, Section 8 and Section 202 housing, low-rent public housing and community planning and development activities in Maine, New Hampshire and Vermont as well as occasionally in other states.

Aborn was also responsible for ensuring the successful closing of loan transactions insured by HUD or directly financed by HUD. Types of housing included multifamily, supportive housing for the elderly and disabled and healthcare facilities, including skilled nursing care, intermediate care, assisted living and hospitals.

Aborn received the 2012 Leigh Curry Award and the 2014 Distinguished Service Award for his sustained excellence in the provision of legal services to the U.S. Department of HUD. He resides in Merrimack, N.H., and will be available for consultations in the firm’s Portland, Augusta and Manchester offices.
