ScanlanKemperBard JV Completes Portland-Area Community

Despite pandemic-induce woes, the partners delivered the project under budget.

A joint venture of ScanlanKemperBard, Canyon Partners Real Estate and Diamond Investment Group has delivered The Overland, a 219-unit multifamily community in Tigard, Ore.

Situated within an Opportunity Zone, the six-story project commenced construction in summer 2020, with SERA Architects in charge of design and Essex Construction as general contractor. A sustainable development, The Overland received NGBS Bronze Certification.

SKB’s President Todd Gooding stated in prepared remarks that despite breaking ground on the property amidst the pandemic and, while dealing with supply issues and labor shortages, the firm managed to complete the project under budget. The Portland multifamily development sector has been active this year with construction starts doubling through August, compared to the corresponding period in 2021.

The pet-friendly community encompasses studio, one-, two- and three-bedroom units, along with 8,366 square feet of street-level retail. Apartment interiors feature air conditioning, quartz countertops, stainless steel appliances and in-unit washers and dryers, with select floorplans also comrpising private patios or balconies. Common-area amenities include an outdoor courtyard with fireplace and covered barbeque area, clubroom, fitness center and coworking space.

Located roughly 9 miles from downtown Portland at 11974 SW 72nd Ave., the community is part of the Tigard Triangle, a new urban renewal area. The project is zoned under Tigard’s Triangle Mixed Use Zone, adopted by the city in 2017 in order to create a walkable neighborhood that contains various retail and entertainment options.
