Anthem Commences Construction on Dallas Mixed-Use Project
Development is taking shape at the site of a permanently-closed mall.

A joint venture between Anthem Development, PLT America and Beck Ventures has broken ground on The Premier at Dallas Midtown, a 296-unit luxury mixed-use project. Development is taking place at the site of the former Valley View Center shopping mall in Dallas.
The Premier at Dallas Midtown will be financed by NexBank, designed by Cross Architects and constructed by Anthem Commercial Construction, a subsidiary of Anthem Development. XIB Capital Partners and Nova Capital helped in securing equity and financing on behalf of the developers.
“As the first major activator within a large master-planned district, we also worked through design integration challenges to ensure The Premier complements the long-term vision for Dallas Midtown,” Ross Frankfurt, CEO of Anthem Development, told Multi-Housing News.
“Cross Architects and our internal design team worked closely with our partners to ensure we designed something that could fit in with the larger vision of the master development, while still meeting today’s market demands as well as seamlessly integrating into the existing neighborhood.”
Valley View’s days past
Anchored at various times by Sears, Dillard’s, Bloomingdale’s, Macy’s and JCPenney, Valley View Center opened in 1973 and permanently closed exactly 50 years later after a long period of declining sales and store closures. An agreement between the owner and city led to the demolition of the mall. In 2023, it was reported that the $4 billion Dallas Midtown development would include housing, stores, restaurants and office space.

Dallas Midtown was the original name of the 450-acre redevelopment now known as the Dallas International District, an official city designation for the area encompassing Dallas Midtown as well as the broader Valley View-Galleria area.
Mix of uses
Destined to be a six-story, mixed-use community incorporating 13,500 square feet of ground floor retail, The Premier will be located at the intersection of Preston Road and LBJ Freeway, across from the T Bar M Tennis Club.
That location will allow residents access to major arteries including Interstate 635, 45 and the Dallas North Tollway. Residents will be able to reach major employment hubs across the Dallas-Fort Worth Metroplex.
Features and finishes at The Premier will include custom cabinetry with soft-close drawers and internal lighting, as well as custom tile backsplashes. The community will have 10,000 square feet of amenities including a remote work lounge, card room, fitness center, pet spa, bike storage, resort-style pool as well as outdoor and top-floor sky lounges.
Development continues apace in the nation’s largest market for multifamily construction. Last week, The NRP Group broke ground on Camp Wisdom, 360-unit partial workforce housing development that will be located approximately 15 miles southwest of Downtown Dallas.
