Waterton Secures DC-Area Luxury Community

Built in 1992, the 404-unit Citizen at Shirlington Village will undergo renovations to its unit interiors and common areas.

Waterton acquired the formerly known Windsor at Shirlington Village, in Arlington, Va. The company will be rebranding the community as The Citizen at Shirlington Village. 

“There’s a strong demand for luxury rental housing in the D.C. area with close access to transportation,” Matthew Masinter, senior vice president of acquisitions at Waterton, told Multi-Housing News. “We jumped at this opportunity to acquire an attractive asset and will employ our improvement strategy to position us better against the competition.”

Located at 3000 S. Randolph St., three miles from the Pentagon, the 404-unit community was built in 1992. The pet-friendly property comprises one-, two- and three-bedroom floorplans ranging from 560 to 1,387 square feet. There are 132 apartments in an eight story tower and 272 in a low-rise building. Interior features include private balcony/patios, vaulted ceilings, washer/dryers, a breakfast bar, walk-in closets, fireplaces, fully equipped kitchens and wall-to-wall carpeting. On-site resident amenities include a gourmet coffee bar, clubhouse, community room, racquetball court, 7,000-square-foot fitness center, outdoor grilling and dining areas, outdoor swimming pool and an underground parking garage. 

Capital Improvements

Waterton plans to update unit interiors, which includes adding smart-home technology into a portion of the apartments, renovating the fitness center, community room and enhancing the outdoor amenity space. The company will also install an electronic package concierge system that will notify residents when deliveries are made and offer secure 24-hour pickup. 

“When Waterton renovates a property, we strongly consider convenience and strive to go above and beyond cosmetic improvements,” added Masinter. “Today’s renters want homes that are seamlessly integrated with their lives. Technology is one way to achieve that, starting with the moment they open their front door.”

The community is located within The Village at Shirlington, a transit-oriented neighborhood that offers entertainment, retail and dining options. It offers nearby access to Interstate 395, 495 and 95, Fashion Centre at Pentagon City, Reagan National Airport, the National Mall and Shirlington Station, a transfer point for Metrobus and ART bus service. Neighborhood amenities include a dog park, children’s playground and Four Mile Run, a 9.4-mile stream bordered by the Washington & Old Dominion Railroad Trail and the Four Mile Run Trail. The Citizen marks Waterton’s fourth multifamily acquisition in 2017.
