Turnbridge Kicks Off Raleigh’s Tallest Residential Tower

The community is being built at the site of a century-old dairy factory.

Turnbridge Equities is preparing to begin construction on Highline Glenwood, a 306-unit residential tower rising 37 stories in downtown Raleigh, N.C. Completion is slated for mid-2028.

Highline Glenwood represents the first phase of the redevelopment of the historic Pine State Creamery, a dairy factory that dates back to 1928. New York-based Turnbridge acquired the property in 2020 with the intent to build apartments at the site while preserving the original structure. The company then won rezoning from seven to 40 stories and obtained all necessary entitlements, including Raleigh Historic Development Commission approvals. 

When completed, Highline Glenwood will be Raleigh’s tallest residential tower, according to the developer. Offering units from studios to three-bedroom penthouses, the community will also ahve amenities including a 37th floor indoor/outdoor sky lounge, and a 13,000-square-foot outdoor terrace on the ninth floor that will include a pool, padel court, lawn, grills, fire pits and lounge areas.

Other amenities will include a demonstration kitchen, coworking suite with conference and videoconference rooms, a Trackman golf simulator and a fitness center designed in consultation with Anatomy Fitness. There will also be a wellness suite with cold plunge and sauna.

The ground floor will feature about 7,500 square feet of retail space, in addition to roughly 50,000 square feet of commercial space within the Pine State Creamery.

The property also includes a second development site that can accommodate an additional 300 residential units, or 300,000 square feet of commercial space. Tech startup BuildOps plans to occupy office space in the Creamery for its 300-person Raleigh hub office.

Turnbridge is no stranger to the Raleigh market. Earlier this year, the company received a $51 million construction loan for Mailman Post, a single-family, build-to-rent development in Raleigh. The 302-unit community will be on a 74-acre site located 15 minutes from downtown.

Facilitating the start of construction, Turnbridge has closed on about $147 million of construction financing provided by Axos Bank and Manulife. Turnbridge is providing the equity for the project.

Barnhill Contracting Co. will serve as the general contractor for the developmen. JDavis is the architect of record, Morris Adjmi Architects is the design architect, Clearscapes is the consulting architect and Michael Hsu Office of Architecture is the interior designer. Greystar provided pre-development consulting on residential operations, CBRE is leasing the retail components at the Creamery and JLL is leasing the office space.

Raleigh construction cools

According to Yardi Matrix data. Construction starts in Raleigh-Durham have cooled recently, as developers started on two projects totaling fewer than 400 units in 2025. That’s a sharp decline from the eight projects encompassing 2,237 units that broke ground in 2024, and even the four projects totaling 726 units started in 2023.

When Highline Glenwood opens in 2028, fewer than 900 total units will have been delivered in downtown Raleigh over the prior two years, creating a supply-constrained market given Raleigh’s continued population growth, the developer predicts.

According to Turnbridge Managing Director Jason Davis, Highline Glenwood will represent one of Raleigh’s first projects in the next cycle of development, launched before the broader recovery.
