McDowell Housing Wraps Up 1st Phase of Miami-Area Affordable Project
Southpointe Vista is the firm’s first Miami-Dade County development.

McDowell Housing Partners has wrapped up construction on the first phase of Southpointe Vista, a $122 million, 332-unit affordable development in Goulds, Fla. Phase 1 brought online 124 income-restricted apartments.
Southpointe Vista is McDowell Housing’s first Miami-Dade County project, COO Chris Shear said in prepared remarks. The development team also includes REPRTWÄR Architecture and Design, MHP Builders and ANF Group.
Phase 1 rises 10 stories at 21255 SW 117th Court, about 27 miles southwest of downtown Miami. Several parks, transit stops and the Black Creek Trail—a roughly 5-mile bicycle track—are within walking distance.

The unit mix encompasses one- to three-bedroom layouts catering to residents earning 30, 60 or 70 percent of the area median income. Amenities comprise a community room, cybercafe, gym and rooftop terrace. Additionally, the first phase includes a two-story parking garage with 196 parking spaces and 18 EV charging stations.
Financing a Miami multi-phase development
Wells Fargo issued a $31 million construction note for Southpointe Vista Phase I in 2023, according to Yardi Matrix data. Additional funding included $2.5 million in local surtax funds issued by Miami-Dade County’s Housing and Community Development Department, as well as equity from the 9 percent LIHTC program.
Moreover, McDowell also closed financing for Southpointe Vista Phase II, which is set to comprise 208 affordable units in a 12-story building. Construction on the second phase kicked off last month and completion is slated for 2026’s third quarter. A pedestrian paseo will connect both phases upon full build-out.
Miami affordable deliveries slated to grow
Nationally, deliveries are on their way to reach a multi-year peak, according to the latest Yardi Matrix affordable housing report. Miami metro is bound to witness the completion of roughly 2,400 units across fully affordable communities in 2025, up by 3.8 percent over the year.
Brownsville Transit Village is one of the market’s multi-phase developments set for completion this year. Its fifth phase will add 120 affordable apartments to the metro’s inventory. The Miami-Dade County Department of Transportation and Public Works, as well as the Department of Housing and Urban Development and the County’s Department Public Housing and Community Development, are behind the project.
