Inland, Reuter Walton Plan 342-Unit Minneapolis Community

The project is one of the largest market-rate multifamily developments in the area.

Inland National Development Company LLC and Reuter Walton Development are teaming up to build Citywalk Apartments, a 342-unit market-rate community located in Rochester, Minn., approximately 85 miles south of Minneapolis. Construction will begin this month, with an anticipated completion in 2028.

The 13-story project is taking shape at 201 6th Ave. SW, across from the Mayo Clinic’s downtown Minneapolis campus. and will include studio, one-, two- and three-bedroom layouts. Of the 342 apartments, 90 will be fully furnished short-term units designed to house the campus’ healthcare workers alongside the city’s larger business community.

Shared amenities at Citywalk will include a fitness center, an indoor/outdoor roof terrace, a coworking and conference room, a pool and golf simulator. Community plans also feature 250 climate controlled underground parking spaces and EV charging stations.

A project years in the making

Originally proposed in 2021 as a seven-story, 131-unit apartment building, Citywalk later expanded to its current 13-story, 342-unit design. Earlier this year, Reuter Walton assembled the development site through four transactions totaling roughly $20 million by acquiring seven downtown parcels, according to Post Bulletin.

In March 2026, the project received $90 million in construction financing from Rochester Economic Development Corp., according to Yardi Matrix.

Citywalk represents a $139 million investment and is one of Rochester’s largest market-rate multifamily developments. ESG Architecture & Design is serving as the project’s architect and interior designer.
