Comprehensive Housing Wraps Up Affordable Baltimore Community

Woodland Gardens I is part of the largest redevelopment in Maryland’s history.

Comprehensive Housing Assistance has completed Woodland Gardens I, a 63-unit affordable housing community in Baltimore. An opening ceremony for the $24 million project will be held on Sept.12.

The property is adjacent to Woodland Gardens II, a 75-unit community restricted for seniors aged 62 and up. Comprehensive Housing developed this asset as well and opened it last October.

The company set plans into motion for the two sister projects in 2017 when it first identified a viable site. Architecture by Design handled the community’s planning while Southway Builders served as the general contractor. The crew broke ground on Woodland Gardens I in May 2023.

Funding for the project included a $500,000 Affordable Housing Program grant from the Federal Home Loan Bank of Atlanta obtained in partnership with Truist and a $1 million loan issued by the Pimlico Community Development Authority, as well as 9 percent LIHTC.

The community comprises 14 units reserved for households earning between 50 and 60 percent of Area Median Income, while 36 units cater to families earning at or below 50 percent AMI. The remaining 13 units are restricted for households earning up to 30 percent AMI and for individuals suffering from disabilities.

Featuring one- to three-bedroom floorplans, Woodland Gardens I includes a gym, a game room, walking paths, a playground, as well as an arts and crafts studio and a children’s playroom.

Located at 4755 Park Heights Ave., the community is less than 7 miles northwest of downtown Baltimore. Several transit options, parks, as well as a racecourse venue, are within walking distance.

Largest Maryland redevelopment in history

The property is part of the 1,500-acre Park Heights Master Plan, the largest redevelopment in Maryland’s history. Tracing its origins back to 2006, the plan aims to stem the flow of out-migration through various initiatives for attracting investors.

NHP Foundation’s Park Heights Senior Apartments is another project within this redevelopment effort. The 100-unit affordable senior housing community is slated to come online in 2025.

Metro Baltimore’s pipeline includes more than 830 units in fully affordable communities under construction, Yardi Matrix data shows. Year-to-date through September, developers brought online north of 340 units across three fully affordable projects in the metro.
