At that time, an independent testing company must certify all composite wood panel products made for sale or use in California.The California Air Resources Board (CARB) rule covers particleboard, medium-density fiberboard and hardwood plywood, as well as all products made from these materials. CARB has created a timeline for the implementation of the Air Toxic Control Measure (ATCM) for formaldehyde emissions.
