Affordable Suburban Philadelphia Housing Lands $35M HUD Grant

A public-private partnership will use the funding to rehabilitate and expand the 306-unit asset in Camden, N.J.

The Department of Housing and Urban Development has granted $35 million for the redevelopment of Ablett Village, a 306-unit public housing property in Camden, N.J. The Housing Authority of the City of Camden, in partnership with the city government, has selected The Michaels Organization to lead the project. 

HUD’s Choice Neighborhood Implementation program will fund the grant. The project will also receive $67.3 million in additional funding through local CNI partners.

The public housing property, built in 1943, is located at 307 Ablett Village in the Cramer Hill neighborhood. The new development will offer 425 mixed-income homes by preserving and expanding the existing community while adding additional market-rate units. The four-phase rehabilitation plan encompasses the wider area by utilizing off-site vacant land.

The community is 4 miles east of Philadelphia’s Center City, accessible via Interstate 676 and public transportation. The Federal Street retail corridor, home to a variety of shopping and dining options, is half a mile away.

Building up support

Ablett Village offers a number of services to residents, including after-school programs and an on-site learning center. According to Nicholas Cangelosi, Michaels’ vice president of development, these aspects of the community will be preserved and expanded through the implementation of job training, career development and other comprehensive support services.

This grant is the second the city of Camden has received through the CNI program. The first, dating back to 2016, provided $13.2 million for the redevelopment of Branch Village in the Mt. Ephraim South neighborhood. Other recent HUD investments in the area include $130 million in Home Investment Funding, $2 million through the Jobs Plus Initiative, and 43 Emergency Housing Vouchers.
