Mills Properties, KU Development Plan Apartments in Chesterfield
Once complete, the seven-building community will be among the first multifamily developments the second-ring suburb has seen since the 1980s.

St. Louis–Plans are moving forward for 40 West Luxury Living, a 280-unit luxury apartment community set to rise on a 14.3-acre site along Interstate 64 in Chesterfield, Mo.

Still in the early stages of planning, the seven-building project has been proposed by a partnership between two St. Louis-based companies, Tom Kaiman’s KU Development LLC and Mills Properties. If approved, 40 West Luxury Living would represent one of the first multifamily developments in Chesterfield since the 1980s.
According to the St. Louis Business Journal, Kaiman’s Mia Rose Holdings owns two of the three parcels needed for the project: 1 Haybar Lane and 15 Haybarn Lane, which Mia Rose purchased in March for $1.3 million. The remaining parcel, 1330 Schoettler Road, is owned by Church of the Resurrection, according to St. Louis County real estate records, and has an appraised value of $703,600.
The developers are currently in the process of getting the site rezoned for multifamily use. The area is close to shopping venues and offers easy access to I-40.
Amenities at 40 West Luxury Living would include a saltwater infinity pool, clubhouse with coffee bar, executive business center, fitness center, electric car charging stations, walking/jogging nature trails, bike racks & storage, dog park, as well as covered and garage parking.
