JV Breaks Ground on Sacramento Community

This project is part of an 800-acre master-planned development.

The Airport Meadowview area of Sacramento, Calif., will be getting 576 units of new multifamily housing at Delta Shores, a two-phase rental community planned by partners Russell Square and Jackson Square Properties.

The developers have broken ground on the community and expect to complete the project in late 2026. Russell Square will also serve as the general contractor.

Located in one of Sacramento’s most active growth corridors, Delta Shores will be built near Interstate 5 and adjacent to the Delta Shores retail center, providing residents with direct access to shopping, dining and entertainment options. The development will be part of the larger Delta Shores master-planned community, which spans 800 acres and is entitled to build more than 4,900 residential units and 1.3 million square feet of retail space.

Designed by Jackson Square Properties in conjunction with DAHLIN Architecture |Planning| Interiors, Delta Shores will have 21 residential buildings ranging from three to four stories and two clubhouses. Phase 1 will deliver 232 units in eight buildings as well as an amenities center featuring a golf simulator, pool, equipment room and bathhouse. Phase 2 will follow immediately with 344 more units in 13 residential buildings and a second clubhouse. Other community amenities are set to include a fitness center, bike storage and a dog park.

Earlier this year, Russell Square announced that Delta Shores will be participating in the Sacramento Municipal Utility District’s Neighborhood SolarShares program, which allows builders and developers of new homes to secure Sacramento-based solar generation from SMUD to meet the solar mandate in the California Building Standards Code for all new low-rise residential buildings. The program will provide 100 percent clean solar energy to all the apartments in the development from the Wildflower Solar farm through the community solar program.

Recent Russell and Jackson deals

Russell Square is a general contractor and developer with a portfolio spanning several Western states and includes more than 2,300 units in development. Last month, Russell Square completed the first phase of The Highlands at Silverdale, a 234-unit community in Silverdale, Wash. The second phase is under way and will bring the project’s total number of units to 570.

Jackson Square Properties, a privately held company that owns and develops multifamily real estate, has a current portfolio with about 20,000 units, mainly in California, Colorado, Oregon, Washington, Texas and Utah. In March of last year, the firm sold Terra Nova Villas, a 233-unit, garden-style community in Chula Vista, Calif., to Pacific Urban Investors for $82 million. JSP had owned the property since December 2012.

A month earlier, JSP and joint venture partner and Friedkin Property Group sold Crossroads at City Center, a 208-unit community in Aurora, Colo., to Tahoma Capital Partners for $51.5 million.
