Fully Affordable Senior Community to Open in St. Louis

This adaptive reuse project transformed a historic hotel.

Efficacy Consulting will soon open of The New Broadview Mature Adult Living Facility, a 110-unit fully affordable senior housing community in East St. Louis, Ill. Fulson Housing Group served as co-developer, while Community Lifeline was the non-profit co-developer and Rosemann & Associates the main architect.

Other development partners included the City of East St. Louis, Redstone Equity Partners, Sugar Creek Capital and the Illinois Housing Development Authority.

The $44 million adaptive reuse project has transformed the historic Broadview Hotel in East St. Louis into an affordable senior housing community. Funding included approximately $13.3 million in construction financing from Community Lifeline and $1.5 million from Efficacy Consulting and Development, according to Yardi Matrix data.

Originally completed in 1927, the hotel closed in the mid-1980s and was later used by Southern Illinois University for community programs. As the building was listed in the National Register of Historic Places in 2013, its redevelopment was enabled through Historic Tax Credits. After overcoming delays, the project received the final approval in 2022, secured financing in early 2023 and began construction the same year in March.

A detailed look at the transformed hotel

The New Broadview incorporates 97 one-bedroom units and 13 two-bedroom units ranging between 543 and 1,048 square feet—with 10 percent of units reserved for disabled veterans. Some of the units include accessible, adaptable and visual and hearing-impaired features.

Common-area amenities at the seven-story building include a business and technology center, a beauty and barber salon, a fitness center, a community kitchen, a coffee shop, laundry facilities and parking spaces. The New Broadview also includes around 20,000 square feet of retail space.

The community also features a Transit-Oriented District Senior Services Center, which offers community-based supports and services such as health and wellness programs, nutritional assistance and educational opportunities.

The community is at 5 E. Broadway, near the 5th & Missouri train station and two blocks from Saint Mary’s Hospital. The city center is less than 1 mile away.
