Carrfour JV Breaks Ground on Palm Bay Mixed-Income Development
The 108-unit community will provide affordable, supportive and workforce housing for Brevard County residents.

Carrfour Supportive Housing and Steadytown have broken ground on Heritage Park at Crane Creek, a 108-unit mixed-income housing property in Melbourne, Fla. The community will encompass supportive, affordable and workforce apartments for low-income residents. According to Yardi Matrix data, Carrfour financed the development with public and private funds totaling $18 million. Having Behar Font as architect, the project is slated for completion in late 2020.
The development site occupies 15 acres at 2550 S. Grant St. Upon completion, the four-story building will house one- to three-bedroom floorplans. Planned amenities include a community meeting space, fitness center, computer lab and library. Additionally, Steadytown partnered with Brevard Health Alliance to facilitate on-site supportive services. The health center also intends to open a 1,100-square-foot on-site clinic, staffed with rotating medical doctors, nurses, a psychologist and a psychiatrist.
The property is 4 miles north of Palm Bay and 2 miles south of the city center near Crane Creek. Heritage Park will be across from Joseph N. Davis Community Center, less than 1 mile southwest of Riverview Park.
Mixed-income housing
The affordable community will include 56 permanent supportive units for formerly homeless residents and families earning between 35 and 60 percent of the area’s median income, 22 of them being reserved for households with family members suffering from disabling conditions. Another 24 units will be in the traditional affordable housing category, catering to individuals and families earning at or below 60 percent of the AMI. The remaining 28 units will be workforce housing for residents earning at or below 80 percent of the AMI.
Heritage Park at Crane Creek is Carrfour’s first project underway in Brevard County. The organization has another three multifamily developments across the state, one of them being Florida’s first LGBTQ senior community.
