Affirmed Housing Completes San Diego Affordable Community
The transit-oriented development comprises more than 100 units.
Affirmed Housing and the Metropolitan Transit System have completed ShoreLINE, a 126-unit fully affordable housing community in San Diego. The transit-oriented development serves residents earning between 30 and 60 percent of the area median income.
Other partners involved in the development of the $62.6 million project include the San Diego Housing Commission, the California Department of Housing and Community Development, the City of San Diego, Boston Financial, Studio E Architects, Cal Bank & Trust, Banner Bank, HA Builder Group, Compass for Affordable Housing and CONAM Management Corp., among others.
The Housing Authority of the City of San Diego—with Zions Bank as trustee—provided financing totaling $56 million for the development of the project, according to Yardi Matrix data. The property is subject to a 99-year unsubordinated net ground lease held by The San Diego Metropolitan Transit Development Board, the same source shows.

The seven-story building incorporates studio, one-, two- and three-bedroom floorplans ranging between 321 and 898 square feet. Common-area amenities include a 5,800-square-foot courtyard, community room, a computer room, a kitchen, outdoor gardens, laundry facilities, an elevator, bike storage and controlled access. The community also features a broad promenade leading to the main entrance and multiple pathways weaving through and around the building are designed to promote pedestrian and bicycle movement, connecting directly to the transit station.
The affordable housing community will provide supportive services, such as after-school programs for children, adult education programs focusing on health and wellness, skills and career building, human services and more.
Creating transit-oriented, affordable and supportive housing
Located at 4470 Alvarado Canyon Road, ShoreLINE is within the Elliot/Navajo submarket. The transit-oriented development is next to the Grantville Transit Center and Interstate 8, which allow easy access across the San Diego metropolitan area.
The co-developers broke ground on the project in the beginning of 2022, transforming the empty parking lot at the Grantville Transit Center into the existent residential building.
ShoreLINE is integral to a broader initiative aimed at transforming former park-and-ride sites into vibrant transit-oriented developments. This endeavor represents one of four housing projects resulting from the collaboration between Affirmed Housing and MTS. Additionally, MTS is actively engaged in revitalizing numerous other locations surrounding transit hubs.
Affirmed Housing has recently completed Vitalia, a 79-unit affordable and supportive housing development in San Jose, Calif. The all-electric and GreenPoint rated Platinum community serves low-income and formerly homeless families and individuals.
Near the end of last year, the company also completed the $50.8 million conversion of a vacant hotel into a 178-unit affordable senior housing community in San Diego. The property serves low-income seniors over the age of 62 earning between 40 percent and 60 percent of the area median income.Â
