New Apartments Coming to Baltimore

A $16 million housing development is expected to breathe new life into Baltimore’s Johnston Square neighborhood. Empire Homes of Maryland Inc. and Baltimore-based French Development Co. are the developers of the project.

The 74-unit apartment community will be named The Lillian Jones Apartments, in honor of a Baltimore activist and the founding member of the Johnston Square Community Development Corp. It will be located on 1.4 acres at 1303 Greenmount Avenue, adjacent to Baltimore’s Station North Arts District and within walking distance of Penn Station, downtown cultural attractions and close to Interstate 83.

The Lillian Jones Apartments will consist entirely of affordable housing units. It will feature 25 one-bedroom units, 37 two-bedroom units and 12 three-bedroom units. Fourteen apartments will be reserved for non-elderly people with disabilities. Eight units will be designed to make space accessible to people of all ages and abilities, in order to meet the Uniform Federal Accessibility Standards.

Each apartment  has an open kitchen plan, microwave, disposal and dishwasher. Other amenities include Internet, high efficiency individually controlled heating and central air systems, a laundry room on each floor, elevators and secure entry systems with intercoms. Rents are starting at $500 a month. In order to be eligible, applicants must be at or below 50 percent of the area median income for a family of four.

Work has already started on the development. Several vacant properties have been demolished to make way for the new community; $14.5 million in financing will come from low-income housing tax credits.

Empire Homes of Maryland, Inc. is a non-profit Community Housing Development Organization. It develops, manages, and maintains affordable residential properties for low-income people and those with disabilities.

The French Development Company specializes in the development of non-profit, community-sponsored projects. The company develops residential and commercial buildings and has been an active real estate developer in Baltimore City and the surrounding area since 1982.
