Ground Broken on New Workforce Housing in Brea, Calif.

Brea, Calif.—Construction is underway on Birch Hills Apartment Homes, the newest workforce housing community to come to Brea, Calif. The community is being developed by Jamboree Housing Corporation, one of California’s leading community development organizations specializing in affordable housing.
The Spanish-influenced Birch Hills Apartment Homes, located next to Birch Hills Golf Course, will feature 115 garden-style apartments across eight three-story buildings. The mix of unit sizes includes 22 one-bedroom, 47 two-bedroom and 46 three-bedroom apartments, each with “tuck-under” garages. Additional surface parking will be provided for residents and their guests.
Apartment homes will be available to those earning from 30 to 60 percent of Area Median Income (AMI). Rents will range from $502 to $1,427 monthly, based on income level and size of family.
The $26.2 million development was funded by an array of financing sources. Redevelopment funds and donated land were provided by the City of Brea, and HOME Funds by Orange County. Low-income tax credit equity was invested by Union Bank through the California Tax Credit Allocation Committee (CTCAC), and construction and permanent financing was supplied by Union Bank.
“With the Demise of redevelopment in California, the public-private partnership that coalesced to develop Birch Hills Apartment Homes was critical in providing the funding necessary to build this workforce housing community,” Laura Archuleta, president of Jamboree Housing Corporation, tells MHN.
“Without that partnership, this family-oriented apartment community would not have been developed.”
Residents of Birch Hills Apartment Homes will have plenty of places around the community to congregate with their new neighbors. The community incorporates a recreation building, and also includes central courtyards connected by tree-lined, pedestrian-friendly landscaped walkways.
Also featured is a 4,400-square-foot community recreation center with conference, activity and media rooms, a pool and spa, barbecue areas, tot lots, community garden, community kitchen, computer lab and tutoring space and property management and resident services offices.
Residents will also be able to avail themselves of abundant nearby green space. Birch Hills Apartment Homes is close to the greenbelts and trails of the adjacent La Floresta planned community, as well as to the sprawling green space and natural amenities served up by the 18-hole executive Birch Hills Golf Course.
Designed to achieve the highest LEED certification, LEED Platinum, Birch Hills Apartment Homes will feature photovoltaic panels to power common areas and heat water in the pool and laundry, low-flow kitchen and bathroom faucets, dual-flush toilets, tankless water heaters and energy-efficient lighting.
In addition, each apartment home will include Energy Star appliances, which will help ensure lower utility bills for residents. Finally, the apartment community will feature efficient landscape irrigation and native, drought-tolerant plantings.
